 He looks like a lovely tri-colour collie.  My very first dog was a Welsh Border Collie and very loyal.   I also rescued a grey/white Border puppy many years ago and he took to Obedience amazingly.   Once they love you they are great companions. I could have cried thinking of him outside in the rain.  Farmers are not good owners and those dogs work so hard for them.
If I hadn't adopted my 2 lovely geriatric ladies |I would be putting in a bid for him.   Good Luck
