Barking forms part of a dogs "hedonic budget", it's part of what they are and how they express themselves. Some breeds bark more than others, but all dogs need to express themselves in this way.
Rather than punish a dog for a natural behaviour, you need to look at the causes of why the dog is barking in the first place, and consider changes in the environment, which helps manage the barking to a reasonable level, and stops unnecessary barking being triggered.
The other problem with the anti-bark collars is that depending on the trigger for the mechanism, it can be triggered by things other than the dogts barking, and at that point the dog is being punished when it hasn't done anything wrong, and will never learn what it shouldn't be doing.
